Not likely: The red spots are probably palatal petechiae--capillary hemorrhages or can be caused by smoking--nicotinic stomatitis. It would be best to see a dentist to explore the cause of this condition. Most of these conditions are benign or resolve on there own however, some conditions that cause these spots may be more serious such as infectious disorders. See your dentist.

Normal glands: Could be from spicy foods irritating normal sweat like glands. If you are a smoker, that also would be an irritant. Always a good idea to have your dentist check it.
