Sometimes!: When we eat fewer calories than needed, our body breaks down fat to make up for that. Where it chooses to take that fat from is usually (1) inside belly, (2) breasts, (3) face, (4) buttocks, (5) arms, (6) legs. So, to answer your question: a 1500 calorie-a-day low fat, high fiber, high protein 60g, zero calorie liquids eating plan is a sensible way to loose weight; you've no choice where lost.

Not specific loss to: The abdomen. By losing weight in general some will probably be abdominal fat. But, we don't get to choose what area of body fat is lost from. Eat healthy ; be physically active. Calories burned must > those consumed.
