In the evening: Running before breakfast puts a strain on your body's reserve after several hours of no food. Running in the evening would be better since you had already eating during the day and have more energy or food available.

Before breakfast.: I prefer having people run before breakfast, as they'll tap into their fat stores for energy rather than just using carbohydrates they ate only a few hours before. Better for weight maintenance that way. Plus, running first thing in the morning frees up your day schedule-wise and charges up your metabolism for the day.
