Social services: If you are under 18 years old, it is your parent's responsibility to take care of you. Contact social services in your community and explain your situation. In many situations this can be considered child neglect.

NSAIDS: You can look around and see if there are any reduced fee or free dental clinics in your area. As far as pain is concerned, keep the tooth as free from food and bacteria as possible, rinse with warm salt water to help reduce bacterial populations around the tooth and you can take nsaids, (non-steroidal anti-inflammatory drugs) such as aspiring, tylenol, (acetaminophen) Ibuprofen or aleve.

See below: Try to find a free clinic in your area where your parents don't have to pay. You can also try to educate your parents on the importance of oral health. There are many online educational resources available.

Get help: You can't fix an infected tooth with home remedies. You have to see a dentist. Call your family dentist and explain the situation. Let him talk to your parents. If not, there is a large social welfare net available to you. Ask the school nurse for help, or you family physician, or call child welfare. All this works if you are under 18. If you're over 18, it's your responsibility.
