Usually a dentist.: If it is dentally related (and it sounds like it is), you will want to see your dentist to determine the cause and course of treatment. You can always call your physician first and ask what they recommend.

Gum abscess: You can see whomever you like. However, physicians don't provide dental care. Therefore since this is a dental issue, i suggest that you see a dentist for treatment. In these cases, a physician will usually just prescribe an antibiotic (and pain medication if necessary), and refer you to a dentist.
