Not likely: Most likely is irritation of the vein from the i've catheter. It can even form a little blood clot in that area. Treatment is warm packs and Aspirin daily. If redness develops you will need to be evaluated for infection.

Catchetet incomplete: Incomplete removal unlikely more often this pjs a thrombosed vein that feels hard usually this would absorb and disappears in a few weeks some get infected so watch out for this.
