Yes...: Club foot is a serious deformity and the foot is almost never completely "normal" even after treatments. At your age, it's time to be re-evaluated and see what else can be done to relieve some of your foot pains.

See a podiatrist: A clubfoot is typically a structural deformity detected at birth and is treated with more than exercise. That history may or may not contribute to what you are experiencing at 31 years old. I would recommend seeing a podiatrist and having a complete foot examination which will assess both structure and function and determine what may be the cause of your current pain.

Club foot: Is treated with serial casting, braces and or surgery so i don't think you had it. As far as your current pain consult a podiatrist for diagnosis and treatment plan.
