Bigger or stronger?: With a true clubfoot, the position of thr foot is flexed down at the ankle and then twisted inward at the heel and the midfoot (aka talipes equino varus). This position has weakened and stretched the lateral (outside) muscles because of disuse. To determine potential of the leg muscle dependent on foot position and the range of motion, i'd recommend seeing a podiatrist to be evaluated first.

Good question: Clubfoot is a complex deformity and may have associated musculoskeletal issues beyond the scope of practice of a podiatrist. I would suggest seeing an orthopedic foot and ankle surgeon. One in your area can be found at www. Aofas.Org.
