When Fractured Heals: Radius fractures usually heal in about 6 weeks. If your fracture is healed you can start therapy as soon as the cast as removed.

Typically as soon: as the cast comes off rehab begins and even before range of motion of fingers, elbow if free and even forearm rotation. therapy is not static, it changes as one progresses, alters depending upon what is needed AND you don't just get therapy when there, one needs to do exercises all the time at home to do well. Speak to your doctor and therapist, don't delay too long

Depends: Depends. Is it fully healed? I would check with your doctor, but at least in theory, once things are healed you should be good to go. Check with your doctor first.
