Seborrhea?: Without seeing it is impossible to know, but it sounds like it could be seborrhea. It could also be psoriasis. Seborrhea may be helped by an anti-dandruff/anti-fungal shampoo, but psoriasis requires more intensive treatment, mostly prescription.
