Stool blood: Never let stool blood be attributed solely to hemorrhoids in the absence of a good recent colonoscopy. Do the test.

Likely not: Odds are this is hemrrhoids again. However, ur doctor is right. It has been long enough that another colonoscopy would be very wise.
