Usually yes: Cataract surgery is one of the safest and most successful surgeries you can have. However, it can lead to further dryness in your eyes. Your eye condition and your young age suggest you may other issues to contend with. You need to address your concerns directly to your cataract surgeon.

Ask your surgeon: It is always helpful to have your dry eye treated beforehand to make sure that is not the reason for your decreased vision. I'm not sure exactly what your corneal problem is exactly, but thankfully cataract surgery is pretty safe these days. It's always best to talk to your surgeon though.
