Very possibly: Actually this can happen. Delivering ultrasonic energy (such as vaser) or laser energy (such as smartlipo or cellulaze) to the sweat glands can damage them and lead to a reduction in swearing. Cellulaze by cynosure is a procedure that treats excessive sweating by doing just that.

Absolutley: Any form of lipolysis or, indeed in some cases, liposuction can inhibit sweat production in that area. Typically this is temporary but may be permanent.
