Skin redness under lips and to side of mouth for 2 months now. gp gave ointment but redness comes back on days i do not use it. not itchy or bumpy. just red (inflamed?) what could it be? permanent?

See a dentist: Or get a second opinion from a doctor. This could be one of several things, but cannot diagnose this without an examination. Get this taken care of. Good luck.

See below: Sounds like cheilosis due to riboflavin deficiency or you drool at night and you having fungal infection as a result---if it fungal it will go away but if you keep drooling in your sleep it will come back.
