I prefer dermatologi: Dermatologist will have a chance to look at it, look for any abnormal signs, then give a border around the mole -clearance zone ( means taking a rim of normal looking tissue around the mole)and also will have equipment to control bleeding as scalp is rich in blood supply and can bleed significantly as your mole is 1 cm wide. After the mole is excised it will be subjected to biopsy.
