Not unusual: Some people are more prone to accumulations on the tongue than others. Your diet can affect the color of the buildup as well. In order to suppress your gag reflex for a brief time to enable brushing, try sprinkling some salt on the back of your tongue. Of course this presumes you aren't on a salt restricted diet. This really curbs the gag reflex for many people long enough to take care of business.

Common: White buildup on tongue might be plaque similar to what we form on teeth. Only a dentist can tell you that for sure after examining you. Try rinsing with listerine first, or some say to put some salt on the tip of your tongue, and then use a tongue scraper, available at most drug stores or supermarkets, rather than a tooth brush.
