Probably not.: White matter on the tongue that can be brushed off could represent thrush, a form of candida yeast overgrowth of the tongue. Although more common in patients with low immune function (from HIV for example), it can happen to healthy people sometimes. It would be good to be checked, however. Behcet's disease usually has ulcers (sores) inside the mouth, so would not be a consideration here.

Oral thrush: Typically a yeast infection oftentimes from taking antibiotics or steroids -- also could be a sign of immunodeficiency but that would be a rarer differential diagnosis.
