Leg muscle fatigue: Yes this is normal. After workout, the leg muscles are more fatigued (= tired) than when you were not working out. When muscles are tired, they often go into spontaneous (=passive) contraction known as spasm.Leg muscles are utilized most during workout, hence they are more susceptible to spasm.This would gradually return to normal, as muscles relax when they are no longer fatigued.
