Eczema vs hives: It's impossible to guess what the itchy bumps could be without knowing where and when they occur. With eczema, there usually isn't a rash until you scratch because you itch. The rash results from scratching. The bumps are often tiny, as well. With hives, the bumps can be tiny or huge, they get bigger with scratching, and they go away completely in a few hours. With poison ivy you get blisters.
