My 22 month old son complains of being "itchy" and has small white bumps all over his stomach and legs. could it be eczema or remnants of coxsackie?

Eczema: See a dermatologist. Meanwhile, soak in long bath every night followed immediately by a good rub with a moisturizer (Aveno eczema, Eucerin eczema, etc). Hydrocortisone cream can be rubbed in wherever he itches.
