Part of the disease: Eczema is a general term. You don't describe the bumps; when limited to the lower legs, there are some specific diseases. Generalized itching get be the result of allergy to environmental allergens, contact allergens (jewelry, cosmetics), irritation by shaving or other methods of hair removal. Less frequently, some systemic diseases. Without more information, i can't be more specific.
