Call your doctor: Are you sure the bleeding is coming from the gums?You may want to consult with a physician as well, other conditions ( your cough) or medication ( aspirin) could be causing the bleeding. Your hygienist can only clean and remove the local irritants (tartar and plaque), sometimes additional treatment such as surgery may still be needed, in this case you should see a gum specialist ( periodontist).

Paradox: Sometimes after a deep cleaning gum bleeding will briefly increase because ulcerated skin lining your gum pockets was removed. It heals quickly and the excess bleeding should stop soon thereafter. Be sure to minimize sugar intake (fuel for mouth bacteria) , use a soft or electric brush, and give it a few days. If it persists beyond that, seek follow-up care.

In healing phase?: They may still be in the healing phase. When gums are irritated from plaque & calculus, they bleed. Following a thorough cleaning, the gums begin to heal. Similarly when you scrape your knee, you keep it clean but understand that it takes awhile to heal .Bleeding should diminish over time. Keep brushing and flossing gently and give it some time (1-2 weeks). If not better, go back to your dentist.
