Yes: The frequency of a congenital kidney abnormality runs about 1/500 births. Many people go through life with only one kidney and never know it. A newborn can survive with only one but that makes it important that the parent & later the kid know to avoid things that might injure the remaining kidney. I would discourage such a kid from riding horses or using medications that can effect the kidney.
