Does a malrotated kidney need treatment if the kidney that is malrotated is not functioning as well as the one that is normal?

No: Usually a malrotated kidney is an incidental finding not causing symptoms unless a different process is affecting same kidney or urether (urinary duct connecting the kidney with the bladder). As such it does not need treatment for just being malrotated.
