Of course!: In a free country like the U.S., a patient is free to choose any doctor, and the doctor is free to choose any patient. If a doctor doesn't order the tests a patient wants, perhaps the tests are not needed. If the patient wants the tests done anyway, she should find a second doctor. That means she should try to get the kind of insurance that does not lock her into one doctor or one medical group.
