Short answer: Is no because the interpretation of those laboratory tests is dependent on the trained professional which has to explain why the results look like that. And blood test results are never black and white. It would be nice to have each person take full responsibility for their own well being and health upkeep, but science is more complicated than that.

It depends: There are some lab tests you can buy at the pharmacy and other stores such as marijuana tests and pregnancy tests which you can do on your own. However, for tests which must go to a lab you will generally need a doctor's order.
