Hyperbole: Everybody has enough muscle to breathe and move around. Some people who are not malnourished have little more in the way of muscular development beyond what they need to do sedentary work. Some track-and-field athletes have little muscle mass but remarkable stamina. Especially if you're a young man, gaining some extra mass by resistance training may be a social and fitness asset.
