A hydrocele is a pocket of fluid in a balloon like remnant of the sleave of tissue the testis traveled through to enter the scrotal sac. In the usual course of development this shrinks tight after the testis assumes its normal position. I have heard of surgeons withdrawing fluid from the hydrocele to collapse it. However, this is risky and the fluid may re-accumulate. Discuss it with your doc,

If it can be seen as a bulge- 1 Dont wear tight pants 2 It can be aspirated with a needle by a Urologist- but can have side effects like recurrence and infection. The surgery is straight forward with minimal chances of complications. Its your chice. Good luck
