Urinary frequency may not always be due to prostate, it may also be due to urinary tract infection, anxiety, overactive urinary bladder, and sometimes substances in food and drink may even be responsible. Prostate enlargement may not always be associated with elevated PSA. It may be best to have him evaluated by a Urologist.

Why is he on anti androgens? They are usually given for CA of the prostate. PSA values can fluctuate. But needs furthe evaluation Best is to see a Urologist and have a rectal exam and the let that doc decide course of action.
