Is it normal for blood pressure to go above the normal range temporarily or throughout the day (like at noon) or when exceeding? i am below usually but at different hours, i am higher and wondering if my stress and occasional chest pain are from this?

Blood pressure is very dynamic and does fluctuate over a 24 hour period. Stress can strongly affect it in some people but not everybody. I don't know enough about the characteristics of your chest pains to render a firm opinion, but I doubt that they're brought on by blood pressure effects.
