Peak flow is used for monitoring & estimating asthma severity, assessing the effectiveness of asthma treatment and pulmonary rehab exercise, not for the diagnosis of asthma. Itchy neck and back are likely due to allergy (contact dermatitis) or dry skin. If you apply skin moisturizer and get relief, dry skin is likely the culprit. Take care.
