Is it normal on finger to nose testing for the neurologist to grab the patient's hand and manipulate it back and forth from his nose to doc's finger, so that the doctor completes the testing for the patient?

No, the test needs to be done by the patient himself.

Not the procedure within my former practices, but if a patient is confused, perhaps the doctor was providing concrete instructions.
