I am having issues with random headache, losing vision (temporary), and neck pain. mri shows low lying cerebellar tonsils (2mm) pcp says thats not the issue, it is vestibular migraines. should i get second opinion or do the vestibular therapy?

YES, see a neurologist. NO, vestibular therapy will be a waste of time. The cerebellar tonsil issue does not explain your symptoms, which most likely are secondary to migraine.
