Although it may be possible to do an ERCP in a patient with a Billroth II anastomosis, the procedure is much more difficult and often requires referral to a tertiary care center specializing in difficult ERCP. It may also be possible to access the biliary duct by interventional radiology techniques. A second opinion may be necessary to find an ERCPist willing to attempt this. Good luck.
