Recurrence rate is high with endoscopic methods (30-70%) so it is not a surprised outcome in your case. By UPTODATE: "despite the fact that urethroplasty can be a challenging and difficult procedure, patient satisfaction is high". You should trust your urologist's recommendation but urethroplasty is usually recommended after a failed endoscopic procedure.

Strictures are scars and do come back and require periodic dilatation. Urethroplasty is better in general but can also have complications. The decision is based on the site, size, duration and symptoms. your urologist and you should decide the right course of action based on that. Good luck
