Yes and that can be tested for. Never use abbreviations in Medicine. I trust PE means premature ejaculation and not pulmonary embolism in you case?

In most urethroplasties, the corpora, which take part in erections are not affected. PE is also probably not from that. Pl see a Urologist for complete evaluation. I think once your problem is found and treated you will be OK
