Urethroplasty is offered for a purpose which you did not include and most things in medicine are based on benefit vs risk, because there are adverse effects even with medication. The risk of not doing the surgery is likely more because of later damage of the kidneys if there is not free flow of urine. The risks are less when you are in good hands. Healing is based on your body and no infection.

It is not any more dangerous as any surgery under anesthesia if performed by a competent Urologist. it will take about 4-6 weeks to heal completely
