No. Infants and young children are prevented from making tough life choices, because their brains are still developing. At this age, they are concrete thinkers and no amount of difficult situations can change that. Besides that it is illegal for anyone under the age of 18 to vote in elections. Government agents can prosecute anyone who lies about age, etc to illegally vote.
