I had jaw lesions and did a biopsy. my doctor said it was a cyst that had no lining ? what does no lining mean ?

Many cysts will have a lining/capsule like an orange has a thick peal. Here the wording suggests no capsule was evident. If one is present and the capsule is not removed the cyst can re-accumulate in the same spot.

There is no serious lesion, especially there is no cancer. The cyst may recur and it would be better to consult a dentist in case it comes back.
