Can a cyctoscopy show if a male urethra is inflamed or irritated if so what is usually treatment if it is not an infection and ive already had antibiotics?

Yes. Find the cause and treat that. May need to have urine culture or urethral culture done. It is possible you did not get the antibiotic that the bug you have is resistant to. If you work in sex trade, or have sex with men or work in a health care environment or care for someone with an urinary tact infection you are more likely to have a bug that is resistant in US. Suspect same down under
