Went to the urologist for testicular atrophy and ed. he did note they were small for my age. got my t levels checked and were normal. they were at the 400 range. is that still low to cause ed. he said normal range is 300-1000?

Your ED seems unlikely related to testosterone level. As you may be aware, there are number of known causes of ED: Medical conditions, particularly diabetes or heart conditions; Tobacco use, which restricts blood flow to veins and arteries, can lead to erectile dysfunction; Being overweight, especially if you're obese; Heavy use of alcohol; and emotional and psychological conditions.

No this not the cause of ED. If you really have ED than there has to be another reason and should have been addressed by the Urologist if you mentioned it to her/him. Go back go assessment. ED caused by organic problems is rare at your age
