Surgeon went to remove a 3.5cm lymph node in my neck but decided it was too risky and removed an adjacent 1cm lymph node. biopsy returned as benign. does this rule out cancer in the larger node not removed? he says it does?

This would depend if he were looking for a lymphoid malignancy or a metastasis. It is possible for metastases to present in one lymph node and not another. Lymph nodes can enlarge from infections and inflammation as well as from tumors.
