No, a chest X-rat cannot rule out a PE in a COVID patient or otherwise. There are specific criteria/rules used in determining the need for dedicated imaging to rule in/out PE.

Pulmonary embolisms can be fatal. Acute Chest pain and shortness of breath should be evaluated at an emergency room. Depending on the evaluation, assessment and risk factors, the ER doc can check with a blood test and/or CT pulmonary angiogram to rule out a PE
