T wave inversion in V1 and V2 are commonly seen, not in V3. However, it is probably a normal variant in your case because there was no change from the previous EKG.

If they were there in 2019 likely just you. Assuming the tech put them on the same way. Discuss with a Dr who knows you.

I agree that inverted T waves in lead V3 are usually considered abnormal & an inverted T in V4 is more suspicious. I would be more reassured if an EKG that predated many more years ago also showed this pattern. To further investigate, an echocardiogram& a treadmill stress test would be helpful in ruling out cardiac pathology if you're interested in this kind of work up or consult a cardiologist
