Since you're experiencing symptoms in both arms, it does point to spinal cord involvement. I recommend obtaining a second opinion from a specialist in spinal cord surgery at a department of neurosurgery at a university hospital near you.

Assuming surgery is NOT an option (a second opinion should be sought), would recommend physical therapy, including motorized cervical traction. Eventually, McKenzie neck exercises could be started. You, on your own, cannot fix this! Enlist help with new experts and make updated decisions.
