Teething may cause drooling, but if he appears ill, is not feeding well or having difficulty swallowing, please see a Pediatrician today. His congestion may be related to an allergic reaction which may also cause drooling. Avoid smoke exposure, dust, mold, pet dander and other allergic triggers. He may need an antihistamine and an allergy evaluation. A virtual consultation w HT is available

Not necessarily. Infants drool. They have never learned/developed the social graces to consider it something to avoid. There finger to mouth activity often triggers more slobbering. By itself I consider it normal.

Drooling is very normal at this age;he may be teething or having “teething behavior” even before you see any teeth erupting. This will happen even more as he is likely putting his hands in his mouth, which also stimulates more drooling. The congestion he is having can add to the drooling as well. The saline is good for that aspect. If he is not eating/drinking well,or has a fever, call his doctor.
