Blood pressure is usually high in the morning (before you take your AM dose) due to the surge of major fighting hormones (adrenaline, cortisol, etc). If it comes down to below 130/80 most of the day you should be fine.

Please describe any renal problems and the nature of your congenital heart problem. Did you have corrective repair? Do you have symptoms? Monitor your BP closely and keep an electronic log to share with your PCP and Cardiologist. Watch for signs of headache, dizziness and fatigue.
