It depends on what you mean by "rare". If a woman has HIV, the average transmission risk to her male partner is around once for every 2,500 episodes of unprotected vaginal sex. Therefore, most HIV infected males in the US caught it sexually from other men, or from shared drug injection equipment. The standard HIV blood tests are 100% conclusive by 3 months -- in fact, usually within 6 weeks.

If a female is a drug user and has unprotected sex, than her transmission of HIV isn't rare .Blood testing for HIV is usually done 18- 45 days after exposure. A negative test after 3 months is most likely conclusive but if concerned get tested a few and months later and practice safe sex always.
