Is a negative oraquick hiv test (done at 6 weeks) and a negative 4th gen at-home cvs [ship to lab] test (done at 6.5 weeks) enough to be conclusive of hiv negative? potential exposure event was heterosexual oral sex with female of unknown std status?

Enough. You do not to test more for HIV, however, HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation.
