For a 80 year man who has had a fall and broke his neck and slightly severed his cervical spinal cord, would it still be possible for him to be to able walk 25 metres, 20 minutes after his accident? or would that be impossible after such an injury?

This requires more information about your definition of "slightly severed" and "broken neck". I doubt it would occur at that age in the common definition of both injuries.

Too nonspecific to provide precise answers. The key questions are level of fracture and clinical extent of spinal cord damage. Healing might proceed up to 18 months, but at age 80, depending on prior health, there maybe little recovery, and rehab efforts might succeed minimally.
